Without knowing anything about you, I am not sure where you would want to be. I recommend the Mission, my favorite place (and super hip). But if you want to be a little out of the way, and probably a little cheaper, you could head out west to the Sunset or Richmond. Rent is tricky, but the best bet is to try and find roommates. That is the main way you are going to keep rent down, since it is expensive everywhere. Bikewise, its all pretty good, with my favorite bike place being Freewheel on Hayes (not the sister shop on Valencia).
