This old peugeot, any good, show potential?

Hi guys, Help a vintage newbie, find and modify something like a Randonneur,
I've learned so much here when I was building up my tour bike, which is my long distance commuter. I thought I would buy any old bike for around town, but I'm not finding any old bike I like. The Randonneur style bikes I'm seeing here are gorgeous! I have very little to spend after breaking the bank on my tour bike. So help me out guys....
Lets start with this option (see picture) I can pick it up for 30 euros! It looks like it may be a nice enough bike. But dull as dull can be. It also looks small to me in this picture. It's a 58cm, same as my 2008 trek 520, but weren't the older frames meant to be larger?

I feel like the price is right, but is this low end junk? What would you do to spice it up? Would I be better looking for a better road bike and putting lights and fenders on it? I want something light, but a bit relaxed, not too squirrely. #2 tires would be nice. I even considered starting with an old mnt bike frame and dolling it up like I saw s/o do here.
