From what I've heard, I'd suggest the following things:
1. If animal control knows who owns the dogs, they'll have access to health records and a rabies vaccination date, if one exists. (At least, this is true in a lot of jurisdictions).
2. If the dog's been vaccinated, then you've got to clean out the wound and you'll be fine. If the dog hasn't been vaccinated, or you can't find out, you need shots. They hurt like hell, but if rabies sets in the fatality rate is 100%. (A buddy of mine once got bitten by a dog and the insurance company refused to pay for the rabies treatment because the doctor didn't know if he had rabies. The doctor got so pissed off that he wrote them a letter saying that [rough paraphrase] "The only time that I'll know for sure if this patient had rabies is when his head is sitting in a jar on a desk--which is where yours must be."
