It doesn't really look unsafe to me but I agree with contacting the manufacturer. The hole looks very regular and evenly spaced, almost like it was part of the layup process or maybe someone drilled the valve hole and then changed their mind. I can't imagine it would weaken the wheel any more than the valve hole would.

Is the spoke hole to the left supposed to be offset that much?

BTW, you did an outstanding job of cleaning the glue off!
