Lets assume its Peugeot for a moment.....
Braze on cable guides, Simplex dropouts and down tube shifters eliminate the low end. The small square stick-on head badge puts in the '79-very eary 80's time frame. Other frame detials are the tight scroll work on the fork crown and Bocama lugs.
Those feature point to one of 2 models, the PFN10 which is a Vitus 181 tubed bike produced from 1979-1983 or a PF60 which was produced from '82-'83. The only problem with it being a PFN10 is the color, U.S. market PFN's were not available in silver but the PF60 was. Because this a foreign market bike it could have been available in Silver. In the U.S. market PFN's had half chrome forks and the PF60's had fully chrome forks.
All of the components have been replaced so they wouldnt help out as far as model ID.
What is the serial number format? Ant letters or spaces?
Perhaps its Y903 3730?
