If I had gotten the license plate on the first incident and was 100% sure, I would have pressed charges.
Opting to inform the local community by flagging his property, posting things in his mailbox (illegal BTW), and other forms of "harassment" could be used by him in all sorts of instances. I'm not going to get into a long discussion about it. I simply offered the opinion from a 30+ year member of a law enforcement agency. You've made up your mind obviously. I'll consider the subject dropped.
