Believe it or not, most 'carbon' has a decorative fiberglass top layer dyed black to look like carbon. It helps prevent the carbon reacting with any metal it my come in contact with.

The word 'carbon' in a bike context can be very misleading. Sometimes it just means Nylon based Industrial plastic (with a bit of carbon in it.) aka some saddles and pedals.
