Penn and drexel more or less same place. I would stay in West Philly, but as you see from my other posts, I am biased. Around Drexel, ~33rd street and higher, lancaster ave region are good. some parts between ~30th -33rd can be dangerous (burglary,mugging etc). But they are all livable. lots of stores either around these parts or in west philly. don't worry.
