If you're really into bar culture, or otherwise spending money to have fun, then West Philly is not the place for you. If you want a pleasant place to live within the city though, it's the way to go, in my opinion.

It also has my favorite bike shop in the city (Firehouse), as well as Neighborhood BikeWorks, the local bike co-op.
