Be my guest. A tubing cutter may seriously damage the tube. I've done it on a scrap piece just to see for myself how awful it works. Perhaps a tube cutter made for PVC pipe, with a thinner and sharper cutting wheel would work, but in general, it is a very bad idea, since most people have a tool that's been previously used to cut copper or even steel pipe. I only recommend methods that I know will produce good results. An ordinary 32-24tpi hacksaw blade works. A carbide grit blade will work and so will a dremel cutoff disc. I've even used a power miter saw with no problem, but I was just cutting off a piece of scrap for some testing.
As I already noted, LOOK sends 3cm of spacer with a new frame. They don't mention a max amount of spacer in the frame manual.
