If you want to build your own:
1. Buy Kilo TT.
2. Sell wheels at an inflated price on Craigslist to a hipster looking to build a conversion.
3. Buy a quality wheelset and pedals, possibly also new bars and/or saddle.
That should get you off to a pretty decent start for a couple hundred bucks less than the Fuji Track Comp you mentioned, although I don't know about their relative quality. From what I've heard, the Kilo is a decent frame with a few crap components, the wheelset and pedals being the weakest.
