Peugeot did manufacturer some Columbus frames, though not in the timeframe Jim suspects. The decal was obviously added after the repaint and may not be indicative of the original tubing. Regardless, a Columbus frame can be verified by the presence of the helical ridges on the inside bottom of the fork's steerer tube.
