USAC Int'l License plus the FPL is a UCI license. For some parts of canada and mexico you don't need one, but you probably have to call USAC to ask. And if you're a foreign resident (e.g. living in Canuckistan) you might just be able to get their local license and be good.
UCI License is a lot easier to type than USAC International License. It is the same thing. And it sounds cooler. I've got one and looks pretty much the same.
