With normal dog walkers it is easy. I stop and pet the dogs if they say it is OK, I establish a rapport with them and them make a suggestion. I don't assume bikes have the right of way because it is a MUP , not a freeway. When I want to go fast, I use the road. MUPs are basically linear parks. Professional dog walkers here are rare and we are a small town so it doesn't happen that often and rarely lots of dogs.
