MUPS are fine, as long as you recognize them for what they are: parks. They are not bike paths or transportation corridors, and they are not places where you should expect to make a good average speed. Most MUPs have speed limits of 10 to 15 mph because faster speeds become unsafe for the peds. Heirarchy on a path is: horses, then peds, then bicycles. (Depending on where your MUP is, you may never see a horse on it; but if you ever do, it has the unquestioned right of way.) Pedestrians have no 'rules of the road' because they're not road users; and they always have the right of way over bikes. Period, end of story. On a MUP, you should *expect* to stop for pedestrians who are acting like pedestrians. If you can't abide by that, then ride elsewhere. Thus my +1 to the comment of "ride in the street."
