I believe the frame is steel, so cold setting, or temporarily forcing a wider hub in would work.
New fork with brake bosses or disc tabs would take care of the front brake, assuming the front rim/hub is compatible. Rear brake? Could leave it or try what others have suggested. Re-lacing your current rim to the hub? I wouldn't think that's worth the saving. It's possible, but if economy is you goal, look at a second bike. You'll probably end up better off.
