You could try a different pad.
You could replace your rims with ceramic coated rims and use ceramic pads and be okay almost forever.
You could go to disc brakes like I had to to solve that problem forever. That is if your bike will take disc brake tabs.
Sanding down the rim will only hasten it's demise. Try to keep it clean. If you ride often enough, you will wear through the rim sooner with the galling and gouging.
