I feel it would be much easier and comfortable to pack a light pair of shorts and just slip them on when you arrive. I wouldn't want to work all day in damp cycling shorts.

We're not permitted to wear shorts either, but if you find a nice pair that looks good enough for work, they ain't gonna be cheap. In addition, you would also need more than one pair, eh?
