Femco wheels?

I bought a road bike the other day for $500. It's got an Aluminum frame from a Trek 2300 from an unknown year. It has a 105 drivetrain with all brand new components, Tektro dual pivot brakes and Sora STI shifters, and used clipless MTB style pedals.

I'm curious about one thing though. The wheels are labelled FEMCO DS700C, and they appear to be 700x25. When I bought the bike, I was told that the wheels/tires were one of the weak points of the bike and I may wish to upgrade them at some point. I'm not planning on riding it until the snow is gone, so I don't know how they perform, but I've never heard of these wheels before, so I tried to look them up on the internet, and I can't find a single thing about them, or even FEMCO wheels in general. Does anyone have any clue where these wheels came from?
