Sunuto T6 can do all of what you described if you buy the cycling package. It is a wrist unit, but you can purchase a handel bar mount for it also. The speed sensor on it is pretty cool, as it is a Mavic sewer.

In anycase its going to be a little expenisve around $300 but will be less then the polar 600, and give you similar features. I picked mine up brand new off ebay for $160 from a guy that got 2 from a sponsorship, but just lost his job.
