I decided to check for myself by performing a comparison test. My neighbor bought my original tektro brake equipped bike, so I went over and borrowed the pads and switched them onto my Veloce brakes. Guess what? The braking is no different with the Veloce/Tektro pad equipped bike. The test was done by coasting down a steep 30% ramp that leads to my house and applying the front brake only. Same friction ability with both pads. So that leaves only the brakes or the braking surface as being the difference between the two. The brake levers happen to be the same, so that's not an issue. When I have time to switch out the wheels, I'll retest.
