Yes: get a stiffer rim.

Seriously, some guy did a study and showed that spoke tension had little or no effect on lateral stiffness. But before you toss the wheel, sometimes a crappy set of skewers can let the wheel touch the brake pads. Try a different skewer to see if that helps.
