Just got in - with another dog's tale. My ditzy neighbor has herself a dog about as big as she is. She was walking the monster and dog saw me. So that dog won the contest of wills and is the lead-dog, and my neighbor is his b$#@h. I'm thinking of giving her a coupon good for free euthanasia for doggie-boy.

Your neighbor needs to grow up and realize that if her dog bites someone she is liable. You need to tell her that the behavior (barking, lunging, etc.) are symptoms of "doggie psychosis" brought on by it having to be a the Alpha dog. If she pisses and moans about training being cruel present her with books or even the DVDs of Ceasar "The Dog Whisperer" Milan. Alternatively, get clear and stay clear. Sooner or later the inevitable will happen. The dog will break away and maul someone, your neighbor will wind up being sued, and eventually the dog will indeed be euthanized.
