I'd vote for that. She made a conscious choice to be a blithering idiot and that makes for all the difference. A dog is an animal and doesn't understand the concepts of right and wrong, but as a mostly rational human being your neighbor should. My question is how big he is her dog? If it's a German shepherd or larger like a Rottweiler I would set the weight just under what her dog weighs that way if there are any dogs in the neighborhood below it that were not a problem they would not be impacted nor their owners.

I'm forced to wonder what is it with women of this generation ( 20 to 39)? Most the ones I come across are bereft of the "common sense gene" or very nearly so. Particularly when it comes to animals. I mentioned "The Dog Whisperer" earlier and every time I watch that show it seems that Caesar's most troublesome cases are dogs owned by nut job chicks.
