I use an old Blackburn rack... would this Topeak fit on that?

The Blackburn rack is just a series of round aluminum bars welded together to form a very strong rack. My current panniers simply hook to the top and bottom of the rack, easy on and easy off. But the panniers are old and need replacing... I'd love to get a good trunk.
