Old French bike. ID Help. Cottered crank replacement

I got this bike for free from a friend's basement. His wife got it at a garage sale for free about 6 years ago. I am looking to convert it to singlespeed/fixed for a commuter. I thought it would be a fun project...

Then I tried to removed the fixed cup. No luck. I built the Sheldon tool with the bolts. I haven't been able to get it to work. I think I need a larger breaker bar, a deep socket and more patience.

Then I read this thread.

So my new plan is to try and reuse the existing cups. I don't know what thin wall cups look like. The adjustable cup has a wall almost 1/4" thick. The BB shell measures 68mm. The cups I assume are thick walled. Based on the aforementioned thread, I think I can just replace the spindle with one for a 68mm British BB and use modern cranks. Can anyone tell me if this is correct? And will this give me an ok chainline for fixed gear?

Also, I am wondering if anyone can help me ID this bike. Here are all teh specs I have at the moment:

White, two decals ones says "Made in France" the other says Handmade." Serial number is on one of the drop outs "02953." Lugged frame, including BB, Dura Ace center pull brakes with quick releases, cottered cranks, 52/45 double gearing, 10 speed. Simplex front and rear derailleurs.

Here are some pictures, the Decal in the first one is confusing, it references Eugene, OR, USA. I am guessing it was a bike shop or something.







Any help would be GREATLY appreciated.
