Is that rack only attached to the frame at the fork eyelets? I don't know much about front racks, but it seems like front panniers wouldn't work with a setup like that... Just curious,

My Carradice panniers like
these ones are mountable and will work with a handlebar bag in place as well. The effect on ride quality will probably not be an improvement, though.
