I'm willing to bet more than 300 people get drunk in those same bars and motor home every single night of the year, no special permit required; how concerned is the city about their liability in that case? Besides it's way safer for everyone if the drunks are on bicycles rather than behind the wheel of a car or truck.

This simply represents yet more discrimination against cyclists.
