A719s are a high end touring, tandem and 29er mountain bike rim. They are several mms wider than a skinny road rim like the Open Pro or Deep V, so they will hold a wide tire a bit better and give it a shape more in line with what the designer intended. They can carry a big load and absorb heavy punishment too.
However, veeps are pretty tough rims too. FWIW I hear that the shape is not actually deep enough to give much in the way of aero benefits; it mostly just adds stiffness and pf course it gives you lots of surface area to hold a powdercoat. Velocity however are a great company with excellent customer service.
The Open Pro is a light racing and training rim. Everyone loves em and you should probably get them over the A719s if you don't need a super strong and overbuilt wheel. They are supposedly plenty tough for regular road riding.
