Given it's a Burley Rock & Roll Softride and your history with CTS, I'd suggest using V-brakes with the travel agent. You'll be able to generate the same amount of braking force with the TA's installed on V-brakes as you would with good Canti's or Ultegra calipers using less hand pressure.

Also, I'm not really sure if calipers are an option for your frame. While there are certainly 'holes' in the fork and rear brake bridge I just don't recall if they actually support the use of a short or normal reach caliper on 26" wheels.
