Welding well enough to make bike frames isn't rocket surgery. Cutting and mitering tubes well is not so easy. This I learned to do later on but I wouldn't say I'm very good at it.
You're completely right. The prep work is much more difficult than the actual welding. Ti is quite easy to weld, but you have to do it in an inert atmosphere. I think Ti is way easier to weld than aluminum. It's a lot like stainless steel. The inert atmosphere thing is not tough to do, but it can be time consuming, and time is money.
