I think you mean the black part holding the fender stay to the fork leg.
That is two P clips (used to mount racks on bikes) straightened (bent) out and bolted together. Each P clip is half of the circle around the fork leg. They work great because they are metal, but covered with rubber, so they won't slip or even scratch the fork leg.
