This Specialized Vienna Deluxe 3 has its bars at seat level and handgrips ahead of the steerer. I'd call it "sporty-hybrid"; definitely more forward and lower than a traditional upright utility bike. Consider adding bar-end grips for a second hand/body position, but otherwise it looks good to me. For $1100 retail on a 2009 model I'd expect the rear hub to be an SG-8R36 (not all Shimano 8-speed hubs are created equal).
AFAIK there are only a few bikes on the US market that have factory fenders, rack
and generator lights: several models of Breezers, Civia Hyland, Dahon MuXL and Ciao P8, Electra Amsterdam Classic & Royal and Townie Euro, Novara Fusion and Transfer, Raleigh Detour Deluxe and this Specialized Vienna Deluxe.
