To me the term simply means "progeny/dependents of a family whose support depends on military employment." Nothing political about it, excepting the authoritarian leanings of many people in the military, the fact that progeny/dependents/spouses did not choose a military lifestyle, and that there are sometimes strongly-held opinions/reactions on both sides of that -- you see, I was one myself.
