The way I see it, some people on bicycles went to the bar where they met some other people who also had their bicycles with them. After a few beers, they all went to another bar together. There they met even more people who, "by chance", also had their bicycles with them, and all of them went to a third bar where they met......
Seems to me like it should be pretty simple to skirt Johnny Law on this one.
As long as the bar is not promoting the event, they would not need a permit. The customers are allowed to do as they wish.
Remember, you can get a DUI/DWI ticket on a bike as a car. The same law applies so it would be a very serious matter if you get pulled over on your bike drunk.
