The rule is that you can't refuse the test (Google Kevin van Impe if you don't already know his story) and the tester must stay with you until he/she gets the sample. Landis talks about this in his book also, saying he would sometimes take the tester out for coffee or something until he hydrated enough to whizz.


Since Armstrong and the tester were in the same building and there was no risk of Armstrong's running away the tester can say he was with him and the rule was followed.
