The French don't want him racing the TdF. They couldn't get him with a positive so they'll try to get him with a technicality. Even if it's a made up technicality. Heck, it's their race let them do what they want.

Since the ASO, AFLD and L'equipe are in collusion over this I think it's proper to refer to them as "The French".
