That's because he made it himself, though he skirts that point in the auction description.

I agree, but the only real solution is to be proactive about those types of sellers. eBay has a very clear policy (although they don't do much to enforce it actively) about using misleading or inappropriate keywords, and they give people the opportunity to complain about violations. I report a lot of listings for keyword spamming and misleading titles. It does work, if enough people make a fuss about it.

Reporting an eBay item is not as simple as clicking "Spam" on CL but it only takes about a minute to choose all the correct options, and it gets faster with practice.
