Everything you described points to it being a Cuevas. Mine has the concave brazing at the dropouts like you described, along with Campagnolo drop outs. Mine also has the same lugs, top eyes, and brake cable guides as yours does. The Zeus parts are also a clue- Cuevas was from Spain, so he liked to use Spanish components.

Two things to look for-
My fork has Cuevas pantographed into the crown, and the bottom bracket shell is an English threaded cast Cinelli one.
