Supposedly, Topeak has another mounting clip. One that can be mounted sideways, under a bottle cage. This should enable you to mount it on the "side" of the down tube, or seat tube.
You have to order it separatey from Topeak.
I have this very clip which is made for one of their shorter pumps but works fine for the Road Morph though I've had to experiment with how the pump is rotated to keep it from rattling /run-on sentence
