At this point I'm thinking of JB Welding the cams on the front, and leaving the rear half of the rack alone, so that it can slide forwards and backwards if needed.

I don't think anyone would want to steal a homemade rack that looks like it was assembled from junkyard parts.

And if you're worried about them stealing your bike... well... don't leave your bike unattended and attached to your car!
