I wouldn't buy it. Not worth it to me in that shape. I would buy new, not NJS, if it was my money. Buying NJS is BS in my book. Unless you race keirin, it doesn't mean **** to a person using a bike on the street. If you plan on buying and riding on the street for longer distances, get a bike that actually fits you.

I don't see anything that would keep the bike from being useable as pictured.
