I'm going to guess that Public Works is in charge of that kind of thing... and it's the old story. They are only used to thinking about cars and pedestrians/wheelchairs. Planning for bikes is too much for them and there is not the political will to force a change in that. Trails are parks and recreation. Anything else... well good luck.
