Unless by "rate of speed" the OP means "acceleration", which would be technically correct as a=dv/dt
Psht. You math people only accept one definition for anything. I found 26 definitions for "rate" here. Here's #2:

2. a certain quantity or amount of one thing considered in relation to a unit of another thing and used as a standard or measure: at the rate of 60 miles an hour.
