Looking at the OP's first photo, the bolt holding in the left side canti seems quite corroded. Perhaps the left side canti is not pivoting smoothly due to gunk/corrosion inside?

Also, sometimes there is a "hidden" headless adjustment screw visible from the bottom or side -- could you post some views of the brake from side, front and bottom?
