Size looks ok to me but my guess would be the frame is a bit too aggressive for his flexibility or riding style.
Assuming he got fit on the bike... the saddle is fairly centered and the stem is of normal length (not a 70 or something silly) I think the frame size is fine but he needs a taller head tube. Nothing like internet size guessing...LoL
