Well, I went out and put the 700c wheel off the Fuso onto the bike and it shifted into all six gears just fine once I adjusted the limit screws. So I'm thinking it's either the freewheel cluster spacing or the dish of the wheel.

I would just use the Fuso wheels on this bike but it's an old Paramount that takes 27" wheels.
