shoes/pedals for flat feet?

So right now I have some Shimano RT51 shoes and some Shimano PD-M540 SPD-SL pedals. I'm looking to change to something such as the 6620 Ultegra pedals, or maybe even the Dura Ace ones to give more surface area to my rather wide feet. The problem I have is that I've developed PTTD(posterior tibial tendon dysfunction) which basically means my PTT have become elongated/stretched and no longer support my arch, leaving me insanely flat-footed. These make my feet slightly wider and more rectangular-shaped than most. I'm not sure how much this matters, but it may.
Anyways, the current shoes I have are causing a lot of issues with the outside lateral areas of my feet. On my small toes/lateral edge of my feet, there is often a red, inflamed area. And on my pinkie toes, there is a very thick, painful callous. Also, as a result of my flat feet, my feet tend to roll inward when walking/anything creating painful, dry, calloused areas on and right under my big toe.
So, given this, and the fact I would like to spend $100-150 on shoes, could anyone give me some recommendations? I'll probably go with the 6620G pedals, but if anyone has any recommendations for pedals, go ahead and shoot.
PS: I know common knowledge would dictate going and trying on various shoes, but I lack the ability(read: freshmen in college, lacking car on campus) to visit many shops, and the LBSes don't stock shoes such as the ones I'm looking for.
