I believe that's correct as to the offset - older Campagnolo bottom brackets designed for the offset are generally marked "+5" along with the (total) spindle length. The offset was designed to allow the cranks to clear the CPSC mandated front derailleur lip, I believe. I have no idea if a front derailleur swap could solve the issue or if there's more involved. You would also presumably have a left side crank that was more outboard than appropriate, given the same spindle length. But again, I'm not an expert in this type of thing- I keep hoping someone who knows this stuff cold will join the discussion and bail me out.
My understanding is that contemporary crankset designs use symmetrical bottom brackets, yes.
