If you have a Triple- you probably have a 30t small ring. And if you are 10 speed on the back- you probably have a cassette with 12/25 or 27 on it. 30/25 is a low gear and unless you have plenty of 15% hills in your aeea- you will not need a lower gear once the fitness comes in. What you may be doing is attacking the hills too soon. Take them steady- all the way up till you feel that you can go faster up them. Get the speed back on the downhill and on the flat.

Edit- Just read that you are 9 speed but the cassette will not change that much- probably still around 12/25.
